Il forme un tout avec sa premi\u00e8re partie \u00e9dit\u00e9e dans le num\u00e9ro un des Cahiers du CIS.H, rubrique \u00ab&nbsp;Champs Libres \u00bb, pages 122 \u00e0 144, et \u00ab&nbsp;Image&nbsp;\u00bb page 154.&nbsp;<\/p>\n\n\n\n<p>D\u00e9but 2021, ce qui change fondamentalement la donne est l&rsquo;arriv\u00e9e des vaccins \u00e0 une vitesse que nous n&rsquo;imaginions pas en 2020.<\/p>\n\n\n\n<p>2021 voit aussi la venue des variants, variants in\u00e9vitables puisque le virus n&rsquo;est pas \u00e9radiqu\u00e9. Ceci est un vaste sujet&#8230;<\/p>\n\n\n\n<p>\u00c0 la stupeur premi\u00e8re de mars 2020, ont succ\u00e9d\u00e9 des formes d&rsquo;acceptation. Acceptation, probablement de surface, c&rsquo;est-\u00e0-dire port\u00e9e par la conviction d&rsquo;une fin de crise rapide. Ce ne fut pas le cas.<\/p>\n\n\n\n<p>Le triptyque \u00ab&nbsp;Tracer, tester, isoler&nbsp;\u00bb n&rsquo;a pas fonctionn\u00e9, alors que, l&rsquo;\u00e9t\u00e9 aidant, nous pouvions constater un rel\u00e2chement collectif avec, parall\u00e8lement, un d\u00e9litement de l&rsquo;Autorit\u00e9 et la mont\u00e9e<em> r\u00e9elle<\/em> des violences.<\/p>\n\n\n\n<p>Bref, il y eut un deuxi\u00e8me confinement en novembre 2020.<\/p>\n\n\n\n<p>L\u00e0 encore, les signaux ne seront pas entendus. La technostructure reste lourde, les couacs nombreux, le moral est au plus bas, la d\u00e9tresse est quasi palpable, les h\u00f4pitaux sont satur\u00e9s, les soignants \u00e9puis\u00e9s et&#8230; l&rsquo;endettement abyssal. <em>Nous voici dans la travers\u00e9e d&rsquo;une vall\u00e9e am\u00e8re<\/em>.<\/p>\n\n\n\n<p>Le 20 mars 2021 arrive le troisi\u00e8me confinement, qualifi\u00e9 de \u00ab confiner sans enfermer \u00bb avec ses deux objectifs contradictoires \u2013 mais n\u00e9cessaires \u2013 : ralentir l&rsquo;\u00e9pid\u00e9mie et pr\u00e9server l&rsquo;\u00e9conomie.<\/p>\n\n\n\n<p>Comment agir efficacement si, en v\u00e9rit\u00e9, les citoyennes et les citoyens n&rsquo;adh\u00e8rent pas&nbsp;? Et adh\u00e9rer \u00e0 quoi, au juste&nbsp;? Bien s\u00fbr, je n&rsquo;ai pas la r\u00e9ponse. Cependant, les cafouillages s&rsquo;encha\u00eenent. <em>Se pose, d\u00e9sormais avec acuit\u00e9, la question du Sens<\/em>. Certes, l&rsquo;arbitrage entre l&rsquo;\u00e9thique de conviction et l&rsquo;\u00e9thique de responsabilit\u00e9 est assur\u00e9ment difficile.<\/p>\n\n\n\n<p>\u00c0 ce stade, je citerais une nouvelle fois Edgar MORIN :<\/p>\n\n\n\n<p>\u00ab&nbsp;<em>\u00c0 force de sacrifier l&rsquo;essentiel pour l&rsquo;urgence, on finit par oublier l&rsquo;urgence de l&rsquo;essentiel<u>.<\/u><\/em>&nbsp;\u00bb<\/p>\n\n\n\n<p>Comment articuler le collectif et l&rsquo;individuel&nbsp;?<\/p>\n\n\n\n<p>Je continue, pour ma part, \u00e0 affirmer que, seule notre \u00ab coh\u00e9rence int\u00e9rieure \u00bb nous donnera la force d&rsquo;\u00e2me pour r\u00e9ussir la travers\u00e9e, \u00e0 la fois chaotique, longue et exigeante, dans laquelle nous sommes&#8230;<\/p>\n\n\n\n<p>Quel futur allons-nous inscrire\u2009? Allons-nous devoir changer de paradigme\u2009? Et puis, comment donner aux jeunes g\u00e9n\u00e9rations un \u00ab&nbsp;acc\u00e8s <em>vivant<\/em> de l&rsquo;avant-nous&nbsp;\u00bb\u2009?<\/p>\n\n\n\n<p>Ces <em>questionnements<\/em>, fond\u00e9s sur l&rsquo;observation anim\u00e9e par un esprit humaniste, \u00e9taient d\u00e9j\u00e0 pr\u00e9sents en filigrane dans l&rsquo;ensemble de mon texte \u00e9crit en mai&nbsp;2020. Je vous en livre maintenant \u2013 printemps 2021 \u2013 la deuxi\u00e8me partie. Elle se relie \u00e0 la premi\u00e8re partie parue dans le num\u00e9ro un des Cahiers. Ces questionnements ne restent-ils pas toujours d&rsquo;actualit\u00e9 un an apr\u00e8s, et cela au-del\u00e0 m\u00eame du virus&nbsp;?<\/p>\n\n\n\n<p><strong>Introduction au texte qui va suivre<\/strong><\/p>\n\n\n\n<p>L\u2019\u00e9tat des lieux est celui observ\u00e9 lors du premier d\u00e9confinement. Le texte ne fait donc pas \u00e9tat des \u00e9volutions et r\u00e9ajustements ult\u00e9rieurs ni de l\u2019impact des deux faits majeurs intervenus au d\u00e9but de l\u2019ann\u00e9e 2021, \u00e0 savoir :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>La d\u00e9couverte et la mise sur le march\u00e9 de vaccins plus rapide que nous ne l\u2019avions imagin\u00e9, mais avec des retards significatifs de livraison et une logistique de vaccination dysfonctionnelle. <\/li><li>La survenue de variants tr\u00e8s contagieux, et, peut-\u00eatre aussi, plus virulents, avec, de nouveau, un H\u00f4pital sous tension.<\/li><\/ul>\n\n\n\n<p>Cette crise d\u2019installation brutale \u00e0 \u00e9volution d\u00e9sormais chronique n\u2019est pas sans affecter tr\u00e8s s\u00e9rieusement la vie \u00e9conomique, sociale et le moral de la population. Fin mars 2021, la vie est en berne !<\/p>\n\n\n\n<p>C\u2019est une travers\u00e9e qui soul\u00e8ve des questionnements de fond, au-del\u00e0 de l\u2019\u00e9pid\u00e9mie elle-m\u00eame.
